The wifi icon does not light up after the code is connected to public wifi. There is no way to keep the wifi connection down and lit up.

There is no way to keep the wifi connection down and lit up.

You mentioned NEHotspotConfigurationManager in your title so I am working under the assumption that your app is associating with a public Wi-Fi network using this API. If that is true, can you elaborate on your question and what you are expecting to see here?
