Having issues authorizing payment for Apple Developer Program

Hey guys

I’ve been trying to pay for Apple Developer Program enrollment for about a week and still no luck. As well as I got from a small talk with the customer support – Apple never got my money. So it seems like my payment authorization fails all the time. But I don’t know what’s really going on.

Have any of you ever had issues like that?

Or maybe you just know what’s going on and how to fix it?

Hi guys, we are from australia, we applied apple developer program enrolment since dec 2024, and we are stuck in a loophole that after we pay the AUD$149 for the developer program, which reflect in the bank immediately, but it will show cancelled status next day, and the bank will get bounced back $149 in several days anyone can help? We tried 6 cards, Mastercard, Visa, Prepaid, Amex, Credit card and Debit card, under different names but they are all Australian card. We emailed apple support team and we experienced 7+ agents who can't really help us and we enrolled 5+ times on both iPhone and Mac, developer app and web and everytime the results are the same!

SOLVED FEB 2024------PLEASE READ

We tried 6 different cards in 2 months, no support agent can really helped us, and we got the solutions for 2 major errors we faced.

  1. When you can't proceed in the web giving you red banner, it is one common issue, the address, email and phone number is not matching the card holder's bank details on file with the bank, the billing address and email and phone numbers fields must match the bank details on file, apple use these details to verify with your bank so you need to make sure the address, mobile and email is same as the info bank recorded!

  2. If you can proceed on web, and got charged the membership fees, but got cancelled next day or 48 hours etc, and no matter how many card you tried, it will keep cancelling you after one day or 48 hours, please

  3. withdraw your enrolment first

  4. then use a clean erased/reseted iphone to log in your developer ID

  5. change all the details to another person (names, address, email, phone number etc)

  6. then download developer app and make sure all the details in the app is showing the new person's details

  7. restart another enrolment from the app, and use all new materials under the new person's details

  8. follow the instructions and wait 2-3 days to got approved to let you pay

  9. pay with the card that is under new person's name and the billing address and email and phone numbers fields must match the bank details on file, apple use these details to verify with your bank so you need to make sure the address, mobile and email is same as the bank recorded!

Good Luck, these are the experience we learned from past 2 month, emailing tim c won't help, coz the senior team members are not being helpful to us, and yes we are from Australia, we didn't use US cards to pay, and debit cards and credit cards are both fine!

Hey same problem here and it seems since 2019 to 2024 no problems but now no one can get this done ?

I’ve been trying to pay for Apple Developer Program enrollment since decemeber 2024 so now in June 2025 - 6 months of no solutions

We have tried all everything, emailed every possible support on developer website, tried mutliple cards and accounts, withdraw enrolment, re-enroll nothing.

We even spoke to local Apple Head Office to try and get help to no avail.

Customer senior management support even could not help or escalate nothing – But I don’t know what’s really going on or what to do next

I saw someone else mention this here but I will reiterate because it is the only thing that worked for me.

I had the enroll button greyed out in the app and was getting payment failed on the website.

I went to the developer support site and requested a phone call. Was connecting to somebody within 2 minutes. The lady I spoke to said the website sign up is very buggy, and to use the app. I told her the button was greyed out for me, and she changed something on the back end to enable it for me. Once she did that, I was able to enroll and pay within seconds inside the app.

This took me hours to solve. I hope this helps somebody else save some time.

Six years later and still the same problem.

The payment form doesn't include a CVV field so no transaction ever succeeds.

My application just sits in limbo as Apple haven't received payment.

What makes it worse is that Apple removes the callback contact option after you've submitted an application so you can only send emails which takes ~5 days to get a reply.

I have the same issue. I've sent multiple emails, but I haven't received a single reply, even after several weeks. It's a huge waste of time. I have no idea why Apple hasn't resolved this when it seems to be a recurring issue

Consolidating what I've been able to establish on this, since I think a few pieces here narrow the problem down beyond what's been covered so far in this thread.

Setup: organization enrollment, D-U-N-S verified, checkout returns "Your payment authorisation failed on card ••••XXXX."

FINDING 1 — the decline is upstream of the card network

I asked my bank to check their authorization logs for every attempt across every card. There is no record of any authorization request from Apple ever arriving. Not a decline — no request at all.

This matters because most troubleshooting in this thread assumes an issuer-side decline, which leads people to keep trying new cards, calling their bank, or checking billing addresses. If Apple's system is failing before it submits the authorization, none of that can work. If others here can confirm the same with their own banks, that would establish the pattern properly.

FINDING 2 — Apple Pay is blocked on this specific order

The checkout shows Apple Pay greyed out with "Items in your order are not eligible for this payment method." So the one path that would bypass manual card entry is closed by an Apple-side eligibility rule, not a card issue.

FINDING 3 — there is an open Apple engineering ticket

After escalation through four Developer Support advisors, this was raised to Apple's engineering team under internal ticket INC102862067. It has been open three weeks.

I'm posting the number because it may be useful to others here: if you're hitting this same failure, referencing INC102862067 in your own support case may help link your report to the existing investigation rather than starting a fresh one.

CONTEXT

The same company is verified and currently publishing on Google Play, including D-U-N-S verification and a successful developer payment there. So entity legitimacy, D-U-N-S validity, and card payment capability are all externally verified. The failure appears specific to Apple's enrollment payment path.

Total elapsed: seven weeks.

If anyone here does get resolved, it would be worth posting what specifically changed — as far as I can tell from reading back through this thread and the related ones (818048, 819149, 767661, 821654), nobody has documented a confirmed fix.
