Team Member Can’t access Certificates, Identifiers, and Profiles
Here on the forums I see a lot of reports like this: According to App Store Connect, I’m an Admin member of a team, but I can’t access the Certificates, Identifiers, and Profiles section of the Developer website for that team. There’s one really common reason for this, namely that this is an Individual team. This is clearly documented in Developer Account Help > Access > Roles and access, which says: If you’re enrolled as an individual and add users in App Store Connect, users receive access only to your content in App Store Connect and are not considered part of your team in the Apple Developer Program. So, if App Store Connect indicates that you’re a team Admin but you can’t access Certificates, Identifiers, and Profiles, it’s critical that you check that this is not an Individual team. To do this: Log on to Developer > Account. Select the correct team at the top right. Scroll down to the “Membership details” section. Look at the “Enrolled as” field. If it says “Individual”, then only the team’s Account Holder can access Certificates, Identifiers, and Profiles. OTOH, if it says something else, like “Organization” or “Enterprise”, then see below. If you’re working for someone else who only has an Individual team, I recommend that you encourage them to update to an Organization team. For advice on how to do that, see Developer Account Help > Membership > Updating your account information > Updating an individual membership to an organization membership. If you can’t access Certificates, Identifiers, and Profiles and you’re absolutely sure that this is not an Individual team, I recommend that you seek formal assistance via Apple > Developer > Contact Us. Apple Developer Program Enrollment – ID Verification Rejected and Retry Disabled
Hello All, I am trying to enroll my company in the Apple Developer Program as an organization. However, the Apple Developer app now displays “ID Verification Rejected,” and the “Enroll Now” button is disabled. I have contacted Apple Developer Support several times, but I have not received a clear reason for the rejection or instructions for retrying the verification. I am the owner and authorised representative of the organisation and am prepared to provide my government-issued ID, proof of address, company registration documents, D‑U‑N‑S information, and proof of signing authority. Could an Apple representative please advise: How can the identity-verification process be reset? Can I resubmit my identification through a secure channel? Should I continue with the same Apple Account? Is there an escalation route for an unresolved enrollment case? This issue has remained unresolved for an extended period and is affecting our planned application launch. I would appreciate guidance from Apple Developer Support or anyone who has successfully resolved the same issue. For security reasons, I can provide the enrollment and support case numbers privately to an authorized Apple representative. Appreciate your support and help on this. Thank you

Enrollment blocked: app enrollment unavailable, no reply from support (Case 20000133539681)
Hello, My Apple Developer Program enrollment has been pending for several weeks and I am now completely blocked. Timeline: Submitted individual enrollment through the web. Status never activated. Received a reply from Developer Support (Case 20000133539681) stating there was a payment issue, and suggesting I resubmit my enrollment using the Apple Developer app. I replied to confirm that I want to reenroll using the app, as instructed. I have received no response since. Current blocker: In the Apple Developer app, the "Enroll Now" button is disabled and shows: "Enrollment through the Apple Developer app is not available for this Apple Account." It appears my existing pending enrollment must be cancelled on Apple's side before the app enrollment path becomes available. I cannot proceed on my own. What I am requesting: Could someone review my case and cancel or reset the existing pending enrollment order, so that I can resubmit through the Apple Developer app as Developer Support advised? Case number: 20000133539681 Country: Türkiye Enrollment type: Individual Two-factor authentication: enabled Thank you.

Apple Developer Program Payment Fails With Multiple Cards in Türkiye
Hello, Our organization enrollment for the Apple Developer Program has completed the verification process, and the account is now waiting for the membership payment. However, we are unable to complete the payment. When attempting to pay the annual membership fee through Apple’s payment page, we receive an authorization error stating that the payment could not be approved and that we should review the card information or try another payment method. We have already tried multiple different credit/debit cards. All cards: are enabled for online purchases, are enabled for international transactions, have sufficient available limits, and have valid card information. However, we receive the same error with every card. The Developer account remains in Pending status and continues to display the message: “Purchase your membership. To continue your enrollment, complete your purchase now.” Has anyone in Türkiye recently experienced the same issue with Apple Developer Program organization enrollment payments? If so: Was the issue related to the bank or Apple’s payment system? Did Apple Developer Support need to reset or review the enrollment/payment status? How was the issue ultimately resolved? We do not want to keep trying additional cards if the payment requests are being blocked before reaching the issuing banks. Any recent experience or solution would be greatly appreciated. Thank you.

Unable to start Apple Developer Program enrollment — same error with two different Apple Accounts
Hi everyone, I’m trying to enroll in the Apple Developer Program as an Individual, but I cannot even start the enrollment process. When I go to developer.apple.com/account and click “Enroll today”, I immediately get: Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time. The error appears immediately after clicking “Enroll today”, before I reach the enrollment form, payment, or identity verification. What I’ve already checked Apple Account is a regular personal account Two-factor authentication is enabled Legal first and last name are correct Date of birth is correct Trusted phone number is verified Country/Region: Serbia Valid Serbian residential address Serbian payment method and billing address Successfully registered as a free Apple Developer The most interesting part is that I reproduced the exact same problem with two different Apple Accounts. The first account is my existing Apple Account. I then created a completely new Apple Account, configured it with the same Serbian personal and billing information, registered it as a free Apple Developer, and tried to enroll — the exact same error appears immediately. Developer app I also checked the Apple Developer app. The Enroll Now button is disabled and the app says: “Enrollment through the Apple Developer app is not available for this Apple Account. Visit developer.apple.com/programs/enroll/.” So currently: Web: Enroll today → immediate error Developer app: Enrollment unavailable for this Apple Account I have also contacted Apple Developer Support, but I haven’t received a response. Has anyone in Serbia recently been able to enroll in the Apple Developer Program as an Individual? Has anyone encountered this exact combination of: immediate error after clicking “Enroll today” on the web; Developer app enrollment unavailable; the same issue reproduced with multiple Apple Accounts? I’m trying to determine whether this is an account eligibility issue, a Serbia-specific issue, or a current backend/enrollment problem. Any information from someone who recently enrolled from Serbia would be especially helpful. Thank you!

Apple Developer Organization Enrollment – verification code never arrives
Hi everyone, I’m trying to enroll my company in the Apple Developer Program as an organization, but I’m stuck during the verification process. I have entered all company information, including a valid D-U-N-S Number. The company information appears to be correct. The problem is that Apple asks me to verify my company email address, but the verification code never arrives. I have already: checked spam/junk and quarantine folders requested the code several times confirmed that the company email address is correct tried multiple times with the same result After several attempts, the verification process became blocked, so I can no longer continue. Has anyone experienced the same issue recently with Organization Enrollment? Were you able to resolve it without creating a new Apple ID or changing the company information? I would especially appreciate advice from anyone who had the exact same problem with the verification code not being delivered. Thanks!

pple Developer Enrollment – Document Upload Link Says Account Is Not Authorized
Hello Apple Developer Community, I’m currently facing an issue with our Apple Developer Program organization enrollment and would appreciate guidance from Apple staff or anyone who has experienced the same problem. Apple Developer Support contacted us and requested that we upload verification documents again, including: A valid government-issued ID Employment/association verification for the enrolling organization We are ready to provide the requested documents. However, when we open the secure document upload link provided by Apple: https://developer.apple.com/contact/file-upload/ the page shows that the account is not authorized / does not have permission to upload files. I have already verified that: I am signed in with the same Apple Account that was originally used to submit the enrollment. Two-factor authentication is enabled. I am using the official upload link provided by Apple Developer Support. I have tried signing out and signing back in. I have also tried opening the link in a private/incognito browser window. The issue still remains. The enrollment has already been delayed for some time, and we are unable to continue the verification process because the upload portal does not allow us to submit the documents Apple requested. We also have an existing Apple Developer Support case regarding this enrollment, but so far the upload-access issue has not been resolved. For security reasons, I am not posting the complete Enrollment ID or support case number publicly, but I can provide both privately to an Apple representative if required. Could an Apple Developer Support representative please help check whether the document-upload authorization for our enrollment needs to be enabled or reset, or provide us with another secure method to submit the requested verification documents? Any guidance from developers who experienced the same issue would also be greatly appreciated. Thank you.

Apple Developer Program Organization Enrollment Pending for Almost a Month
Hi, I submitted an Apple Developer Program organization enrollment for my LLC almost a month ago, but the enrollment status is still showing as “Pending.” Enrollment ID: X2M9S3DC5L I have contacted Apple Developer Support regarding the enrollment, but it has still not been completed. Has anyone experienced a similar delay with an organization enrollment? If so, how long did the verification process take, and was there anything additional you had to do to get the enrollment completed? Any guidance would be appreciated. Thank you.

Apple Developer enrollment still Pending 5 days after €99 payment — order remains processing
Hello, I am experiencing a serious issue with my Apple Developer Program enrollment and would appreciate help from Apple staff or anyone who has experienced the same situation. I enrolled as an Individual through the Apple Developer website and completed the €99 payment on August 8, 2026 at approximately 21:57 (Portugal time). Today is August 13, 2026, so five days have passed since the purchase. The situation is currently: Apple successfully created my €99 Apple Developer Program order. I received an official Apple Store email confirming that the order is being processed. The order has not been cancelled. I have received no refund. I have received no payment rejection. The Apple Store order page still shows the order as active and processing. The order page even displays a delivery-style progress bar with Processing → Preparing to Ship → Shipped → Delivered, although this is a digital Apple Developer Program membership. My Apple Developer account still shows “Pending”. The account page still displays “Purchase your membership” and “Your purchase may take up to 48 hours to process”, even though the membership was already purchased five days ago. So Apple Store appears to have an active paid order, while the Apple Developer system behaves as if the membership has not been purchased. I contacted Apple Developer Support. Case ID: 20000133984820 The first response I received after waiting several days did not explain what happened to the existing payment or order. I was instead advised to resubmit the enrollment through the Apple Developer app. However, this does not answer the main issue: What happened to the existing €99 purchase, and why has it remained unresolved for five days? I also currently do not have access to an iPhone, iPad, or compatible Mac, so simply restarting the enrollment through the Apple Developer app is not a practical solution for me. The web enrollment is an officially supported enrollment method, and the purchase through that method has already been completed. I have replied to Developer Support requesting escalation and asking them to investigate: whether the €99 payment was successfully captured; whether the order is correctly linked to my enrollment; why the order is still being processed; whether any identity/payment verification is required; and whether the existing enrollment can be manually reviewed and activated. My application is ready for release, including real-device testing, and this unresolved enrollment is now directly blocking the launch. I am fully willing to complete any legitimate identity, address, or payment verification Apple requires. I am also available for a telephone call if Developer Support needs to verify any information. I am not looking for a workaround or a way to bypass verification. I simply need Apple to either process the enrollment I already paid for, tell me exactly what additional verification is required, or explain clearly what has happened to the existing payment/order. Has anyone recently experienced this exact situation — payment completed, order still processing, account Pending, and “Purchase your membership” still displayed after several days? If anyone from Apple Developer Relations sees this, I would greatly appreciate a review or escalation of Case ID 20000133984820. Thank you.

Removing external testers caused all TestFlight builds to expire, followed by BETA_CONTRACT_MISSING
Hello, I am experiencing a serious TestFlight issue that began immediately after I removed some testers from an External Testing group. Right after removing those external testers, all existing TestFlight builds for my app were suddenly marked as Expired, even though they were still within the normal 90-day TestFlight validity period. I did not manually expire any build. Removing an external tester should only revoke that tester’s access and should not affect the status of any TestFlight build. After the mass expiration, I uploaded a replacement build. The new build uploaded and processed successfully in App Store Connect, but I could not add or submit it for External TestFlight Beta App Review. App Store Connect incorrectly displays the following message: Before you can use TestFlight to distribute beta builds of your app, you must renew your Apple Developer Program membership. However, my account currently shows: Account type: Individual — Account Holder Apple Developer Program membership: Active Apple Developer Program License Agreement: Accepted Free Apps Agreement: Active No pending Apple Developer Program agreements Replacement build uploaded and processed successfully I inspected the failed App Store Connect network request and found the actual backend error: POST /iris/v1/betaAppReviewSubmissions HTTP 422 Unprocessable Content { "errors": [ { "status": "422", "code": "ENTITY_UNPROCESSABLE.BETA_CONTRACT_MISSING", "title": "Beta contract is missing for the app.", "detail": "Beta Contract is missing." } ] } The exact sequence was: External testers were removed from the External Testing group. All existing TestFlight builds suddenly became Expired. A replacement build uploaded and processed successfully. The build could not be submitted for External Beta App Review. The backend returned ENTITY_UNPROCESSABLE.BETA_CONTRACT_MISSING. I have found reports from other developers describing the same sequence after removing external testers, including all TestFlight builds unexpectedly expiring and TestFlight distribution no longer working. This appears to be an account or team-level TestFlight backend issue in which the Beta Contract or distribution state becomes detached after modifying external testers. I have already contacted Apple Developer Support and provided the private account, app, request, and error identifiers through my support case. Could an Apple engineer please confirm whether this is a known backend issue and whether the TestFlight Beta Contract needs to be re-provisioned or re-attached? Has anyone else experienced this exact issue after removing external testers? If Apple resolved it, what action was required on the backend? Thank you.

App Store Connect not enabled 50+ hours after organization enrollment activated - "Your Apple Account isn't enabled for App Store Connect"
Hi, our organization's Apple Developer Program enrollment was recently completed, but App Store Connect access has never been provisioned, and I'd appreciate help escalating this. Timeline: Organization enrollment verified and completed; "Welcome to the Apple Developer Program" email received more than 50 hours ago Membership shows as active on developer.apple.com under the correct team Apple Developer Agreement accepted; Apple Developer Program License Agreement accepted on August 11, 2026 - no pending agreements are shown on the account page I am the Account Holder, signing in with the same Apple Account that was used to enroll the organization Despite this, signing in at appstoreconnect.apple.com consistently returns: "Your Apple Account isn't enabled for App Store Connect." What I've already tried: signing out of both developer.apple.com and App Store Connect and signing back in via a private/incognito window, different browsers, and navigating to App Store Connect from the developer account page. The error is unchanged. I contacted Apple Developer Support by email (no phone option is available in my region) and am waiting on a reply - case number: 20000135517368 This looks like the known issue where App Store Connect provisioning doesn't trigger for a new organization enrollment. Could someone from Apple take a look or advise how to get the provisioning kicked off manually? Happy to provide the Team ID privately if needed.

Apple Developer Program enrollment stuck on Pending — payment not charged and profile fails to load.
Apple Developer Program enrollment stuck on Pending — payment not charged and profile fails to load Hello, I’m having an issue with my Apple Developer Program enrollment and would appreciate any guidance from Apple or anyone who has experienced the same problem. I submitted my Individual enrollment on August 10 through the Apple Developer website and completed the $99 membership purchase process. After submitting the order, I received the “Thank You — We are processing your order” page stating that processing may take up to two business days. However, since then: My enrollment is still showing Pending. The $99 membership fee has not been charged to my card. I have not received a membership activation email. The website sometimes shows “Complete Your Order” again and allows me to enter payment details again. In the Apple Developer app, Enroll Now is disabled and it says: “Enrollment through the Apple Developer app is not available for this Apple Account.” The Profile section also displays: “Profile failed to load.” I already contacted Apple Developer Support and have an open support case, but I have not yet received a substantive response. My Apple Account itself works normally, and other Apple purchases have successfully gone through, so this appears to be specific to the Developer Program enrollment. I do not want to submit the $99 payment again because I’m concerned about creating a duplicate purchase while the original enrollment is still Pending. What is especially frustrating is the complete lack of communication. Are Developer Program applicants from Kazakhstan handled differently or given lower priority? If not, I would appreciate some clarity on why an enrollment can remain stuck with no payment processing and no response from support for several days. Has anyone from Kazakhstan or another country experienced this exact situation? If so, was your enrollment eventually activated automatically, or did Apple Developer Support need to manually fix the account? Apple Developer Support: I have an existing Enrollment ID and Case ID and can provide them privately if needed. Thank you.

Individual enrollment blocked — photo ID upload fails for both passport and government ID
I'm attempting to enroll in the Apple Developer Program as an Individual. During identity verification, I'm asked to upload a photo of a government-issued ID or passport, and both document types are failing with distinct errors — not a generic failure, but two specific, different rejection messages depending on which document I try: For my government-issued national ID card: "An error occurred, the photo of your ID didn't upload. Please restart enrollment." This message repeats every time, regardless of how many times I restart and retry. For my passport: "Upload error, your identity could not be verified because the image you submitted is unclear or obscured. Please try again." Both documents were photographed carefully following Apple's own on-screen guidance for lighting and framing, and the resulting images are genuinely clear, sharp, and fully legible — not blurry, glared, cropped, or obscured in any way. I have retried multiple times with fresh photos for both documents, with the same two errors recurring consistently each time. Details: Enrollment type: Individual Country/Region: Pakistan Devices tried: [add your iPhone model + iOS version, and/or Mac model + macOS version here] Browser(s) tried: [add if you tried this on the web as well as the Apple Developer app] I have not been able to find a way to reach Developer Support directly to report this — the standard contact paths have not been accessible for this issue. Could someone confirm: Is there a known issue with photo ID upload for Individual enrollment currently, specifically affecting Pakistan or similar regions? Is there an alternative verification method or manual upload path available for cases where the standard upload consistently fails despite clear, well-lit images? Can this be escalated to the identity verification team? Any guidance would be genuinely appreciated — this is currently blocking enrollment entirely.

Identity verification failed for developer account enrollment — no resolution after months of support emails
Hi all, I'm hoping someone from the community or Apple can point me in the right direction, as I've hit a wall I can't get past through normal support. My situation: I tried to enrol in the Apple Developer Program as an Individual. Enrollment failed at the identity verification stage in the Apple Developer app, and the app no longer gives me any option to retry. I've since received the same reply twice from Developer Support: that they "can't verify my identity with the Apple Developer app or provide further assistance with the Apple Account for Apple developer programs." I then obtained a D-U-N-S number for my registered business and attempted Organization enrollment instead — but I'm blocked there as well. What I've already done on my side: Confirmed my Apple Account name matches my government-issued photo ID exactly Corrected my account address and payment details Enabled two-factor authentication and set a trusted phone number Opened multiple support cases but I don't receive any response. My question: Since both Individual and Organization enrollment are blocked, is this a flag on my Apple Account itself rather than on the enrollment type? If so, what is the correct route to have that reviewed? Is there a specific team or a phone escalation path that can look at an account-level verification block? Email support has not been able to help. I have a finished app ready to submit and I'm simply trying to find the right door. Any guidance from those who've resolved a similar verification issue would be hugely appreciated. Thank you.

Enrollment stuck in "being processed" 14+ days after document submission (ID: 68UYPM637K)
Hello everyone, I'm hoping someone from the Apple Developer support team or another developer who's been through this can help. Enrollment ID: 68UYPM637K Organization: CHARRY - INDUSTRIA E COMERCIO DE CONFECCOES LTDA Timeline so far: This enrollment was submitted by our company's owner/founder, who has the legal authority to bind the organization to agreements. We received a request for identity verification documents (government-issued photo ID, Articles of Association, and CNPJ card for the organization). We submitted all requested documents through the secure upload portal on July 29, 2026 (14 days ago). Checking developer.apple.com/account directly, the enrollment still shows as "being processed," with no further update or request since then. At this point we've submitted everything requested and haven't received any update in 14 days. This is delaying a planned app launch for our company. Has anyone else experienced a delay like this after submitting documents? Is there anything else we should try, or can someone from Apple please take a look at enrollment 68UYPM637K? Thank you in advance for any guidance.

App Store Connect still shows “Developer Program Membership Expired” one week after renewal
Hello, I renewed my Apple Developer Program membership on July 29, 2026. The payment was successfully processed, I received the invoice and renewal confirmation, and the Apple Developer website shows that my membership is active. For approximately one week, App Store Connect has continued to display this error: Developer Program Membership Expired Your membership has expired, and your apps have been removed from the App Store until you renew your membership. To renew, a user with the Account Holder role must sign in and renew the membership on the Apple Developer website. Because of this incorrect status, I cannot submit apps, and App Store Connect states that my existing apps have been removed from the App Store. I have contacted Apple Developer Support multiple times. I received two responses, but neither addressed the App Store Connect membership-status issue. The renewal itself is already complete; the problem appears to be a synchronization issue between the Apple Developer portal and App Store Connect. Has anyone experienced this situation? How long did synchronization take, and was there a specific support team or escalation path that resolved it? Any advice would be appreciated.

Having issues authorizing payment for Apple Developer Program
Hey guysI’ve been trying to pay for Apple Developer Program enrollment for about a week and still no luck. As well as I got from a small talk with the customer support – Apple never got my money. So it seems like my payment authorization fails all the time. But I don’t know what’s really going on.Have any of you ever had issues like that?Or maybe you just know what’s going on and how to fix it?

Active subscription not linked to enrollment record — Order MXG5MQXMB7
My Apple Developer Program subscription is active and has been charged, but my enrollment record does not reflect it. The payment and the enrollment appear to be disconnected. Apple ID: app.dev13 [at] icloud.com Order Number: MXG5MQXMB7 Sequence: 1-14176576193 Document: 684171427919 Invoice date: 4 August 2026 Amount: EUR 98.99 Subscription renewal date: 4 August 2027 Region: France What I see on my side: Settings > Media & Purchases > Subscriptions shows an ACTIVE subscription: "Apple Developer — Apple Developer Program Membership — EUR 98.99 — Renews 4 August 2027". developer.apple.com/account displays: "Purchase your membership. To continue your enrollment, complete your purchase now. Your purchase may take up to 48 hours to process." The account header shows "(Pending)". The Apple Developer app shows "Apple Developer Program — Enrollment Pending — You'll receive an email soon", and the Enroll button is greyed out and cannot be tapped. So the subscription is billing, but the enrollment record behaves as if no payment was ever made. There is no identity verification prompt available anywhere, and no self-serve path forward. I have not clicked the "purchase your membership" link, to avoid being charged a second time for a membership I already hold. Relevant context: the email address on this Apple Account was previously on a domain that has since expired. Any message Apple sent before 6 August 2026 would have bounced and was never delivered. The account email was updated to app.dev13 [at] icloud.com on 6 August, and the account name was corrected to my legal name the same day. Both are now correct and reachable. I have also opened a support case through the Developer Contact form. Could an Apple Developer Support team member please review this enrollment and relink the existing subscription to the enrollment record? Alternatively, any guidance on the correct escalation path would be appreciated.
