Identity verification failed for developer account enrollment — no resolution after months of support emails
Hi all, I'm hoping someone from the community or Apple can point me in the right direction, as I've hit a wall I can't get past through normal support. My situation: I tried to enrol in the Apple Developer Program as an Individual. Enrollment failed at the identity verification stage in the Apple Developer app, and the app no longer gives me any option to retry. I've since received the same reply twice from Developer Support: that they "can't verify my identity with the Apple Developer app or provide further assistance with the Apple Account for Apple developer programs." I then obtained a D-U-N-S number for my registered business and attempted Organization enrollment instead — but I'm blocked there as well. What I've already done on my side: Confirmed my Apple Account name matches my government-issued photo ID exactly Corrected my account address and payment details Enabled two-factor authentication and set a trusted phone number Opened multiple support cases but I don't receive any response. My question: Since both Individual and Organization enrollment are blocked, is this a flag on my Apple Account itself rather than on the enrollment type? If so, what is the correct route to have that reviewed? Is there a specific team or a phone escalation path that can look at an account-level verification block? Email support has not been able to help. I have a finished app ready to submit and I'm simply trying to find the right door. Any guidance from those who've resolved a similar verification issue would be hugely appreciated. Thank you.

Account suspended due to automated 14-day timeout during address verification
Hello, I am facing a critical issue with my Apple Developer Account verification process where an automated timer suspended my account despite submitting all requested documents on day one. Timeline & Details: I received a request from Apple to upload address verification documents with a 14-day deadline. I uploaded all requested documents on the very first day. While waiting for the review process to be completed on Apple's end, the 14-day window expired. Consequently, the system automatically suspended my account, disabling certificate creation and blocking development/distribution. I have open support tickets, but have not received a response yet. Case ID: 102944887663 Since this is an automated timeout caused by review delay, could someone from the Apple team please help escalate this Case ID to the Enrollment / Account Verification team? Enrollment stuck in "being processed" 14+ days after document submission (ID: 68UYPM637K)
Hello everyone, I'm hoping someone from the Apple Developer support team or another developer who's been through this can help. Enrollment ID: 68UYPM637K Organization: CHARRY - INDUSTRIA E COMERCIO DE CONFECCOES LTDA Timeline so far: This enrollment was submitted by our company's owner/founder, who has the legal authority to bind the organization to agreements. We received a request for identity verification documents (government-issued photo ID, Articles of Association, and CNPJ card for the organization). We submitted all requested documents through the secure upload portal on July 29, 2026 (14 days ago). Checking developer.apple.com/account directly, the enrollment still shows as "being processed," with no further update or request since then. At this point we've submitted everything requested and haven't received any update in 14 days. This is delaying a planned app launch for our company. Has anyone else experienced a delay like this after submitting documents? Is there anything else we should try, or can someone from Apple please take a look at enrollment 68UYPM637K? Issues updating W-9 and bank
After my account was converted to an organizational account, I tried to submit a new W-9, but I get an error: "The Type of Beneficial Owner does not match the individual or company status you previously provided." I had selected "Individual/Sole proprietor", based on my understanding that this is what should be selected on the W-9 for a single-member LLC. My initial guess as to what's causing the error, is my single-member LLC may have been miscategorized in the migration to an organization account so the intended option doesn't work. As per the official W-9 instructions, a single-member LLC should be categorized as an "Individual/sole proprietor or single-member LLC" on the form for tax purposes, but when I select "Individual/Sole Proprietor" on the "Type of Beneficiary Owner" dropdown on the App Store Connect front-end form for the W-9, which I assume corresponds with the aforementioned option on the true W-9 form that includes "single-member LLC", I get the aforementioned error. I was alternatively informed by Developer Support that the above error may be occurring because I haven't signed the latest Apple Program License Agreement, which I haven't been able to access, which they claimed is because I hadn't provided banking information for my account. So I added my business bank account but a week later the top of the Business section still says "Your banking updates are processing, and you should see the changes in 24 hours. You won't be able to make any additional updates until then." I contacted Apple Developer Support about all of the above and am still waiting for a response. While I wait, I'd like to ask here whether anyone has any ideas as to why the W-9 error is occuring or how long banking changes actually take to process, in case either of these is something I can resolve in the meantime.

Enrollment stuck
Hi. I was trying to enroll apple developer program, but after uploading my ID I was told to contact apple developer support. I reached out the support and they told me my ID is not sufficient for some reason and I have to re-upload it. When i tried to do so it wouldn't allow me and telling me to contact apple support. I tried to arrange a call but after 1 day waiting on one is picking up. So basically I'm stuck in a loop that I have no idea what to do. The case ID: 20000134414907. Enrollment stuck on "Pending" for 2 weeks after successful payment - "Purchase your membership" banner still showing
Hi everyone, We enrolled our organization in the Apple Developer Program and completed the membership payment about two weeks ago. The charge went through successfully, but since then nothing has changed: The account status still shows "Pending" The account page still displays the "Purchase your membership" banner with "To continue your enrollment, complete your purchase now", redirecting to the payment page - even though the payment has already been made No confirmation email has arrived The enrollment page says a purchase may take up to 48 hours to process, and payment confirmation up to two days. It has now been two weeks with zero progress. We have already contacted Apple Developer Support through the "Send us a message" form and are waiting for a reply. Has anyone run into this situation where the payment is charged but enrollment stays in "Pending" with the purchase banner still showing? How long did it take to resolve, and is there any way to escalate this? Any advice would be appreciated. Thanks!

Hey guysI’ve been trying to pay for Apple Developer Program enrollment for about a week and still no luck. As well as I got from a small talk with the customer support – Apple never got my money. So it seems like my payment authorization fails all the time. Active subscription not linked to enrollment record — Order MXG5MQXMB7
My Apple Developer Program subscription is active and has been charged, but my enrollment record does not reflect it. The payment and the enrollment appear to be disconnected. Apple ID: app.dev13 [at] icloud.com Order Number: MXG5MQXMB7 Sequence: 1-14176576193 Document: 684171427919 Invoice date: 4 August 2026 Amount: EUR 98.99 Subscription renewal date: 4 August 2027 Region: France What I see on my side: Settings > Media & Purchases > Subscriptions shows an ACTIVE subscription: "Apple Developer — Apple Developer Program Membership — EUR 98.99 — Renews 4 August 2027". developer.apple.com/account displays: "Purchase your membership. To continue your enrollment, complete your purchase now. Your purchase may take up to 48 hours to process." The account header shows "(Pending)". The Apple Developer app shows "Apple Developer Program — Enrollment Pending — You'll receive an email soon", and the Enroll button is greyed out and cannot be tapped. So the subscription is billing, but the enrollment record behaves as if no payment was ever made. There is no identity verification prompt available anywhere, and no self-serve path forward. I have not clicked the "purchase your membership" link, to avoid being charged a second time for a membership I already hold. Relevant context: the email address on this Apple Account was previously on a domain that has since expired. Any message Apple sent before 6 August 2026 would have bounced and was never delivered. The account email was updated to app.dev13 [at] icloud.com on 6 August, and the account name was corrected to my legal name the same day. Both are now correct and reachable. I have also opened a support case through the Developer Contact form. Could an Apple Developer Support team member please review this enrollment and relink the existing subscription to the enrollment record? Alternatively, any guidance on the correct escalation path would be appreciated.

Organization enrollment payment fails silently for 7 weeks — no authorization ever reaches the card issuer
I am unable to complete Apple Developer Program enrollment for our company. Posting the full technical detail here in case others have hit the same failure mode, and because seven weeks of Developer Support has not produced a decline reason. SYMPTOM: Enrollment checkout returns "Your payment authorisation failed on card ••••XXXX. Please verify your information and try again, or try another payment method." Apple Pay is greyed out on the same checkout page with "Items in your order are not eligible for this payment method." KEY DETAIL: My bank confirms that NO authorization request from Apple ever reaches the card issuer, on any attempt, on any card. The decline is occurring inside Apple's payment system before the card network is contacted. This rules out an issuer-side decline. TRIED: Multiple different cards (all work normally for other purchases) Safari, Chrome, Edge, Opera iPhone, Windows desktop, Windows Server Multiple network locations Identical failure every time. PROVIDED TO SUPPORT: Exact timestamps, browser versions, OS versions, DSSID2 session cookie, full screen recording of the checkout and failure, bank confirmation of zero inbound authorization requests. CASE STATUS: Support case 102916130114 — four advisors over seven weeks. Engineering ticket INC102862067 — open three weeks, no preliminary finding, no decline reason, no ETA provided. CONTEXT: The same company is already verified and publishing on Google Play, including D-U-N-S verification and successful developer payment there. So the entity, the D-U-N-S record, and our ability to make card payments are all externally verified. ASK: Has anyone encountered an enrollment payment that fails upstream of the card network like this? And is there any route to obtain the actual decline reason from Apple's payment processor? Support advisors have consistently said they cannot see it.

Enrollment stuck on "could not be completed"
Hello, I'm trying to enroll in the Apple Developer Program as an individual. The "Enroll Now" button in the Developer app is inactive and redirects me to developer.apple.com/programs/enroll/. There I select "Individual," accept the agreement, and then the process stops with: "Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time." My Apple Account info (name, phone, email, payment method) is correct and up to date at account.apple.com. I've retried multiple times with the same result. I've already opened a support case (ID: 20000133591514) but haven't received a resolution yet. Has anyone else run into this and found a fix, or knows how to get it escalated? Thanks in advance.

Cannot register ANY App ID — "not available" for every string, including random test strings
My developer account cannot register any App ID at all. Every attempt in Certificates, Identifiers & Profiles fails with: "An App ID with Identifier 'X' is not available. Please enter a different string." Facts: This happens for EVERY identifier I try, including deliberately random test strings such as "music.sonicoracle.zzztest" that cannot plausibly be registered to another team. So the identifiers are not actually taken. My Identifiers list is empty — nothing has ever been registered on this account. Certificate creation works normally (Apple Distribution cert issued without issue), so the account is otherwise functional. The failure has persisted since my membership activated on July 27 (Individual enrollment, paid, active), and continued unchanged after my account completed a full re-verification (legal address change, identity re-confirmed) on August 10. Free Apps Agreement active; Paid Apps Agreement signed and processing; all tax forms active. The identifier I actually need is "music.sonicoracle.app" for my own domain (sonicoracle.music), but the issue is account-wide, not string-specific. Developer Support case: 20000121583142 — so far I've only been pointed to documentation, which doesn't apply; the registration flow is being followed correctly. Team ID: K3R4Z7DT76 Has anyone seen an account-level App ID registration failure like this, and is there a way to get it in front of the team that can inspect the backend state of the account?

Organization enrollment stuck 3+ weeks after employee verification — no response, phone callbacks not connecting (Case 20000126798187)
Hi, Posting here after exhausting standard support channels for a stuck organization enrollment. Timeline: July 18, 2026 — Submitted Apple Developer Program enrollment for our organization. July 20, 2026 — Received a request for Employee Verification. Submitted the required documentation the same day. Since then — No update, no email, no change in status. The enrollment has been sitting silently for over 3 weeks with no indication of what (if anything) is wrong. Support attempts so far: Opened a support case (Case number: 20000126798187) via developer.apple.com/contact and sent 2 follow-up messages through the case. No response to either. Requested a phone callback through the "Membership and Account" contact option 3 separate times. Each time, no agent connected after 45+ minutes of waiting for the callback. No error message, rejection notice, or request for additional information has been received at any point — the case simply shows no progress. What I'm asking: Could someone from Apple Developer Relations or a forum moderator help look into this case, or advise on how to get a response? I'm happy to provide any additional verification or documentation needed — I just have no visibility into what's blocking the review, and standard channels haven't been able to help. App Store Connect still shows “Developer Program Membership Expired” 4 days after renewal
Hello, I renewed my Apple Developer Program membership on August 8, 2026, and the yearly membership fee was successfully paid. I received the payment confirmation, and my membership currently shows as active. However, I am seeing the following message: “The Apple Developer Program License Agreement has been updated and needs review. To review and accept the updated agreement, sign in to your account on the Apple Developer website.” When I sign in as the Account Holder, there is no updated agreement or option available for me to review or accept. My apps are currently unavailable on the App Store, and this has been the case despite my membership being successfully renewed. This is seriously affecting my business. Could you please urgently check my account and enable the agreement for review, or resolve any synchronization issue with my membership? Thank you.

Individual-to-Organization Migration Stuck for 30+ Days (All Docs Provided / Enrollment ID: 5SBH3NGW92)
Hello, I am writing here in the hope that an Apple staff member or moderator can review our case or escalate it to the legal/verification team. We are completely blocked. Our team submitted a request to migrate our Apple Developer Program account from an Individual to an Organization membership more than a month ago. We have provided every single piece of required legal corporate verification upfront to avoid bottlenecks, including: D-U-N-S Number (fully matching our legal entity) Partnership Deed Certificate of Incorporation All other requested legal documentation. The Issue: Since submitting, we have received absolute silence. Email Support: Follow-up emails sent directly to the support case go completely unanswered. Phone Support: We try to use the call option during business hours, but after sitting on hold for 15+ minutes on multiple separate calls, the line never connects to a human agent. The Business Impact: Because this administrative migration is stuck, our developer name still displays as an individual. We are completely frozen and unable to push critical updates under our official company name. This is heavily impacting our active development timeline, halting our business velocity, and delaying deployment on App Store Connect. Furthermore, the deployment overhead is already frustrating—for example, having to unnecessarily upload an entire technical app version build just to modify App Store screenshots or promotional graphics makes very little sense from a deployment pipeline perspective, and this support freeze is compounding our frustration. Generic enrollment denial after resolving a D-U-N-S duplicate
Organization enrollment was denied with the standard "for one or more reasons" template, no reason given. Background: Apple's D-U-N-S lookup returned a number for my company and Apple emailed confirming I could enrol with it. Enrollment then rejected that same number as a branch record. D&B turned out to have two records for the company, a headquarters record at a former address and a branch record at the current one, following a relocation. I ran a D&B correction case, submitted the requested documents, and the records were consolidated. Corrected details went to Apple. I had also sent verification documents to Developer Support and receipt was confirmed. The denial came after all of that. Individual enrollment also would not complete during the same period. What I'm trying to find out: Anyone had this generic denial after fixing a D-U-N-S issue, and did a later resubmission succeed? Does an open organization enrollment block individual enrollment on the same Apple Account? Any route to getting the actual reason? Support says they can't see it. How long to wait before resubmitting, and same Apple Account or fresh?

Enrollment stuck on "Pending" for 2 weeks after successful payment - "Purchase your membership" banner still showing
Hi everyone, We enrolled our organization in the Apple Developer Program and completed the membership payment about two weeks ago. The charge went through successfully, but since then nothing has changed: The account status still shows "Pending" The account page still displays the "Purchase your membership" banner with "To continue your enrollment, complete your purchase now", redirecting to the payment page - even though the payment has already been made No confirmation email has arrived The enrollment page says a purchase may take up to 48 hours to process, and payment confirmation up to two days. It has now been two weeks with zero progress. We have already contacted Apple Developer Support through the "Send us a message" form and are waiting for a reply. Has anyone run into this situation where the payment is charged but enrollment stays in "Pending" with the purchase banner still showing? How long did it take to resolve, and is there any way to escalate this? Any advice would be appreciated. Thanks!

Having issues authorizing payment for Apple Developer Program
Hey guysI’ve been trying to pay for Apple Developer Program enrollment for about a week and still no luck. As well as I got from a small talk with the customer support – Apple never got my money. So it seems like my payment authorization fails all the time. But I don’t know what’s really going on.Have any of you ever had issues like that?Or maybe you just know what’s going on and how to fix it?

Active subscription not linked to enrollment record — Order MXG5MQXMB7
My Apple Developer Program subscription is active and has been charged, but my enrollment record does not reflect it. The payment and the enrollment appear to be disconnected. Apple ID: app.dev13 [at] icloud.com Order Number: MXG5MQXMB7 Sequence: 1-14176576193 Document: 684171427919 Invoice date: 4 August 2026 Amount: EUR 98.99 Subscription renewal date: 4 August 2027 Region: France What I see on my side: Settings > Media & Purchases > Subscriptions shows an ACTIVE subscription: "Apple Developer — Apple Developer Program Membership — EUR 98.99 — Renews 4 August 2027". developer.apple.com/account displays: "Purchase your membership. To continue your enrollment, complete your purchase now. Your purchase may take up to 48 hours to process." The account header shows "(Pending)". The Apple Developer app shows "Apple Developer Program — Enrollment Pending — You'll receive an email soon", and the Enroll button is greyed out and cannot be tapped. So the subscription is billing, but the enrollment record behaves as if no payment was ever made. There is no identity verification prompt available anywhere, and no self-serve path forward. I have not clicked the "purchase your membership" link, to avoid being charged a second time for a membership I already hold. Relevant context: the email address on this Apple Account was previously on a domain that has since expired. Any message Apple sent before 6 August 2026 would have bounced and was never delivered. The account email was updated to app.dev13 [at] icloud.com on 6 August, and the account name was corrected to my legal name the same day. Both are now correct and reachable. I have also opened a support case through the Developer Contact form. Could an Apple Developer Support team member please review this enrollment and relink the existing subscription to the enrollment record? Alternatively, any guidance on the correct escalation path would be appreciated.

Organization enrollment payment fails silently for 7 weeks — no authorization ever reaches the card issuer
I am unable to complete Apple Developer Program enrollment for our company. Posting the full technical detail here in case others have hit the same failure mode, and because seven weeks of Developer Support has not produced a decline reason. SYMPTOM: Enrollment checkout returns "Your payment authorisation failed on card ••••XXXX. Please verify your information and try again, or try another payment method." Apple Pay is greyed out on the same checkout page with "Items in your order are not eligible for this payment method." KEY DETAIL: My bank confirms that NO authorization request from Apple ever reaches the card issuer, on any attempt, on any card. The decline is occurring inside Apple's payment system before the card network is contacted. This rules out an issuer-side decline. TRIED: Multiple different cards (all work normally for other purchases) Safari, Chrome, Edge, Opera iPhone, Windows desktop, Windows Server Multiple network locations Identical failure every time. PROVIDED TO SUPPORT: Exact timestamps, browser versions, OS versions, DSSID2 session cookie, full screen recording of the checkout and failure, bank confirmation of zero inbound authorization requests. CASE STATUS: Support case 102916130114 — four advisors over seven weeks. Engineering ticket INC102862067 — open three weeks, no preliminary finding, no decline reason, no ETA provided. CONTEXT: The same company is already verified and publishing on Google Play, including D-U-N-S verification and successful developer payment there. So the entity, the D-U-N-S record, and our ability to make card payments are all externally verified. ASK: Has anyone encountered an enrollment payment that fails upstream of the card network like this? And is there any route to obtain the actual decline reason from Apple's payment processor? Support advisors have consistently said they cannot see it.

Enrollment stuck on "could not be completed"
Hello, I'm trying to enroll in the Apple Developer Program as an individual. The "Enroll Now" button in the Developer app is inactive and redirects me to developer.apple.com/programs/enroll/. There I select "Individual," accept the agreement, and then the process stops with: "Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time." My Apple Account info (name, phone, email, payment method) is correct and up to date at account.apple.com. I've retried multiple times with the same result. I've already opened a support case (ID: 20000133591514) but haven't received a resolution yet. Has anyone else run into this and found a fix, or knows how to get it escalated? Thanks in advance.

Cannot register ANY App ID — "not available" for every string, including random test strings
My developer account cannot register any App ID at all. Every attempt in Certificates, Identifiers & Profiles fails with: "An App ID with Identifier 'X' is not available. Please enter a different string." Facts: This happens for EVERY identifier I try, including deliberately random test strings such as "music.sonicoracle.zzztest" that cannot plausibly be registered to another team. So the identifiers are not actually taken. My Identifiers list is empty — nothing has ever been registered on this account. Certificate creation works normally (Apple Distribution cert issued without issue), so the account is otherwise functional. The failure has persisted since my membership activated on July 27 (Individual enrollment, paid, active), and continued unchanged after my account completed a full re-verification (legal address change, identity re-confirmed) on August 10. Free Apps Agreement active; Paid Apps Agreement signed and processing; all tax forms active. The identifier I actually need is "music.sonicoracle.app" for my own domain (sonicoracle.music), but the issue is account-wide, not string-specific. Developer Support case: 20000121583142 — so far I've only been pointed to documentation, which doesn't apply; the registration flow is being followed correctly. Team ID: K3R4Z7DT76 Has anyone seen an account-level App ID registration failure like this, and is there a way to get it in front of the team that can inspect the backend state of the account?

Diz que pode levar até 48H para processar, mas não disseram quantas 48H é que deveria se esperar...... Preciso de desenvolver uma aplicação para clientes meus... E a APPLE está a ser um entrave... Organization enrollment stuck 3+ weeks after employee verification — no response, phone callbacks not connecting (Case 20000126798187)
Hi, Posting here after exhausting standard support channels for a stuck organization enrollment. Timeline: July 18, 2026 — Submitted Apple Developer Program enrollment for our organization. July 20, 2026 — Received a request for Employee Verification. Submitted the required documentation the same day. Since then — No update, no email, no change in status. The enrollment has been sitting silently for over 3 weeks with no indication of what (if anything) is wrong. Support attempts so far: Opened a support case (Case number: 20000126798187) via developer.apple.com/contact and sent 2 follow-up messages through the case. No response to either. Requested a phone callback through the "Membership and Account" contact option 3 separate times. Each time, no agent connected after 45+ minutes of waiting for the callback. No error message, rejection notice, or request for additional information has been received at any point — the case simply shows no progress. What I'm asking: Could someone from Apple Developer Relations or a forum moderator help look into this case, or advise on how to get a response? I'm happy to provide any additional verification or documentation needed — I just have no visibility into what's blocking the review, and standard channels haven't been able to help. App Store Connect still shows “Developer Program Membership Expired” 4 days after renewal
Hello, I renewed my Apple Developer Program membership on August 8, 2026, and the yearly membership fee was successfully paid. I received the payment confirmation, and my membership currently shows as active. However, I am seeing the following message: “The Apple Developer Program License Agreement has been updated and needs review. To review and accept the updated agreement, sign in to your account on the Apple Developer website.” When I sign in as the Account Holder, there is no updated agreement or option available for me to review or accept. My apps are currently unavailable on the App Store, and this has been the case despite my membership being successfully renewed. This is seriously affecting my business. Could you please urgently check my account and enable the agreement for review, or resolve any synchronization issue with my membership? Thank you.

Individual-to-Organization Migration Stuck for 30+ Days (All Docs Provided / Enrollment ID: 5SBH3NGW92)
Hello, I am writing here in the hope that an Apple staff member or moderator can review our case or escalate it to the legal/verification team. We are completely blocked. Our team submitted a request to migrate our Apple Developer Program account from an Individual to an Organization membership more than a month ago. We have provided every single piece of required legal corporate verification upfront to avoid bottlenecks, including: D-U-N-S Number (fully matching our legal entity) Partnership Deed Certificate of Incorporation All other requested legal documentation. The Issue: Since submitting, we have received absolute silence. Email Support: Follow-up emails sent directly to the support case go completely unanswered. Phone Support: We try to use the call option during business hours, but after sitting on hold for 15+ minutes on multiple separate calls, the line never connects to a human agent. The Business Impact: Because this administrative migration is stuck, our developer name still displays as an individual. We are completely frozen and unable to push critical updates under our official company name. This is heavily impacting our active development timeline, halting our business velocity, and delaying deployment on App Store Connect. Furthermore, the deployment overhead is already frustrating—for example, having to unnecessarily upload an entire technical app version build just to modify App Store screenshots or promotional graphics makes very little sense from a deployment pipeline perspective, and this support freeze is compounding our frustration. Generic enrollment denial after resolving a D-U-N-S duplicate
Organization enrollment was denied with the standard "for one or more reasons" template, no reason given. Background: Apple's D-U-N-S lookup returned a number for my company and Apple emailed confirming I could enrol with it. Enrollment then rejected that same number as a branch record. D&B turned out to have two records for the company, a headquarters record at a former address and a branch record at the current one, following a relocation. I ran a D&B correction case, submitted the requested documents, and the records were consolidated. Corrected details went to Apple. I had also sent verification documents to Developer Support and receipt was confirmed. The denial came after all of that. Individual enrollment also would not complete during the same period. What I'm trying to find out: Anyone had this generic denial after fixing a D-U-N-S issue, and did a later resubmission succeed? Does an open organization enrollment block individual enrollment on the same Apple Account? Any route to getting the actual reason? Support says they can't see it. How long to wait before resubmitting, and same Apple Account or fresh?
