I'm unable to complete Apple Developer Program enrollment and would appreciate guidance on the actual cause. Environment: Region: Kazakhstan Enrollment type: Individual Browser/device tried: Safari on macOS , Apple Developer app on macOS, iphone, Chrome on macOS Apple ID: 2FA enabled, in good standing, name matches government ID What happens: At the terms agreements step, I receive the following error verbatim: Cannot enroll to the Apple Developer program What do I do? I've contacted Developer Program Support via the contact form several times, but no answer. Posting here in case anyone else has hit the same error or knows the actual root cause. Thanks.

Appe tried migrating my account, failed and wants me to pay again?
I created an apple developer account as an individual developer, paid the $99 fee and was testing my app with it. I was able to distribute several builds with it into internal testflight and was ready to submit for review and listing. When it came time to submit the app I wanted to submit as an LLC (instead of invidual developer) so I called into support who said that is totally fine but they need to migrate it and asked me to submit paperwork for that and start the process. I did all that (which costed even more money and time) and they confirmed that the migration is underway. A few weeks later there were no updates so I called in again and was told that the migration was declined. Furthermore, due to this partial migration, I am also unable to distribute an app even tp internal testflight anymore (which I could do before). So I called in again and I asked if I can submit as an individual dev and was told that I can and they can set it back to an individual dev account. The support person said that she qill submit a request for that. So I waited a few more weeks for an update of which there was none. I call in again and now they tell me that they can't reset it back to an individual developer account and that I have to create a new account if I want to work on an app and that requires paying the fees again and further that they can't even refund me the fees I already paid. Is this a common occurrance? what is my recourse here?

Unable to complete Apple Developer Program enrollment / ID upload link shows unauthorized
I recently purchased the Apple Developer Program membership and received an email confirming that my enrollment is being processed. However, when I log in to my Apple Developer account, it still prompts me to purchase the membership again, as if the purchase was not completed. Later, I received another email asking me to upload my ID through the portal to continue the enrollment process. But when I click the provided link and try to access the upload page, I get an error saying that I am not allowed, not authenticated, or do not have permission to access the page. I am unable to proceed with the verification or understand the current status of my enrollment. Has anyone faced this issue before, or can someone from Apple Developer Support guide me on how to resolve this?

My Apple developer registration process has not been completed for 3 weeks.
I've been trying to create an Apple developer account for 3 weeks. I've created 3-4 different accounts and tried them on different devices. I finally managed to contact Apple Developer Support via email, but I don't think I'll find a solution with them. First, I explained my problem, they listened attentively, and offered solutions. They told me to verify my identity, which I uploaded to the email they sent. Then they told me to wait. 2-3 days passed, and then I received another email saying, "We can't verify your identity with the Apple Developer app, or provide further assistance with Apple Accounts for Apple Developer programs." I don't understand; I manually uploaded my ID to the system, so why isn't this working? Case number: 102886872114

Unable to submit a ticket from developer form?
I am currently unable to submit a support request or request a callback using my primary company developer account.I am receiving a persistent validation error stating: "This email address isn’t valid. To update your email address, visit account.apple.com." This is incorrect as the email is fully functional and I can receive emails from Apple on that address and its been years using the same email. This error is preventing me from sending any message to Apple support or requesting a call.

Infuriating support form error (and broken email verification)
I'm trying to submit a support request to get an issue resolved in my organization's account, but both the phone call-back and email support forms are giving errors whenever I try to submit an issue. The phone form just says "There was a problem processing your request.", and the email form says "This email address isn’t valid. To update your email address, visit account.apple.com.". But the email address is hard-coded to my account email, and it's the main email for my company which I have been successfully using for months!! How am I supposed to get in touch to get this blocking issue fixed when all contact methods require your to go through this broken form? I suspect the original issue I was contact support about also has to do with this, since it's titled "Email Verification".

Can't enroll; support is totally useless
https://developer.apple.com/enroll/identity/status Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time. That's all I get. I contacted email support, they took seven days to respond with this message: Hello, Thank you for contacting Developer Support. I would first like to apologize for this delayed answer. It is certainly not the normal waiting time for an answer from Developer Support. We are currently facing a huge number of requests from our customers and your patience is well appreciated. I understand you are having issues submitting your enrollment. We can’t verify your identity with the Apple Developer app or provide further assistance with the Apple Account for Apple developer programs. You can still take advantage of great content using your Apple Account in Xcode to develop and test apps on your own device. Learn more about Xcode development. If you have additional questions related to this request, reply to this email or visit your recent cases. Your case number is 102856745558. Best regards, Christopher Developer Support So they didn't even try to do anything to solve my problem. I replied and 13 days later still no response. So I opened up a new email support case while trying to get the phone support going. Phone support was just as useless. They did a "deep dive" and then came back with literally no more information than the support email. I asked about what my options for escalating this were and they had no suggestions. Next I tried creating a new apple account, this failed whenever I got to the step where you need to enter a 2FA code from a phone, probably because I reused the same phone number since of course I only have one phone number. I got a reply from the second email support case: Hello Christopher, My name is Samira with Developer Support and I’ll be assisting you today. We can’t verify your identity with the Apple Developer app or provide further assistance with the Apple Account for Apple developer programs. You can still take advantage of great content using your Apple Account in Xcode to develop and test apps on your own device. Learn more about Xcode development. If you have any additional questions, please use this reference case number: 102876150205 Best regards, Samira Developer Support Same useless response. They obviously need to escalate this to an engineer who can actually find out what's broken, but I've exhausted every single thing I could myself and the only consistent thing I see is that literally every step of every process is broken in some way.

Apple Developer Program Enrollment Stuck: "Your enrollment is being processed" for Weeks – Widespread Issue in 2026
Fellow Apple Developers and Apple Developer Support Team, If you’re seeing the message **“Your enrollment is being processed. Your enrollment ID is **” for weeks (or longer) with no updates, no follow-up emails, and no access to App Store Connect, you are not alone. I’m posting this in the hope of helping everyone experiencing the same frustrating delay and giving Apple a clear, visible signal that this is impacting real developers right now. My Situation (and Why It Matters) I submitted my Apple Developer Program enrollment several weeks ago, completed payment successfully, and have since sent two support emails requesting an update. The status remains unchanged. Meanwhile, my app is already live and performing well on Google Play. I’m ready to submit the iOS version, but I cannot even reach TestFlight or App Store Connect because the enrollment is still “processing.” Like many of you, I’ve read dozens of identical threads here on the forums and on Reddit in the past month alone—individual enrollments, organization enrollments, renewals— all stuck in the exact same state far beyond Apple’s published timelines. What We Know (Grounded in Apple’s Own Guidance and Community Reports) Apple’s official enrollment help page states that after purchase you should receive confirmation within 24–48 hours and that processing may involve verification of legal name, contact details, and (for organizations) D-U-N-S number or other business documents. If any information doesn’t match exactly (even a minor formatting issue with your legal name), Apple may request government-issued photo ID, which can add time. In practice, however, many developers in early 2026 are reporting waits of 2–7+ weeks with zero communication. There are currently no official Apple news posts, system-status alerts, or blog updates from the past month that directly acknowledge a backlog or explain the extended processing times. The Apple System Status page simply shows “Program Enrollment and Renewals – Available,” which doesn’t reflect the real-world experience we’re all seeing. Practical Steps You Can Take Right Now While we wait for Apple to respond, here are the constructive actions that have helped some developers move forward (or at least get clarity): Double-check every detail in your enrollment --Legal first/last name must exactly match your government ID (no nicknames, company names, or abbreviations). --Ensure the Apple ID email and contact phone are current and reachable. --For organizations: confirm your D-U-N-S number is active and correctly linked. Submit a fresh support request via the Apple Developer Contact form (even if you’ve already sent one) and reference your exact Enrollment ID. In the “Notes” field, politely include: --Date of purchase --Confirmation that payment cleared --That you have already followed up X times with no response --Business impact (e.g., app ready on Google Play, users waiting for iOS version) If you have an existing paid membership or previous apps, try renewing or accessing via that account first—it sometimes bypasses the stuck flow. Document everything (screenshots of the status page, payment receipts, support case IDs). This helps if escalation becomes necessary. For those also facing App Review/TestFlight delays once enrolled: note that even after enrollment clears, the first external TestFlight build triggers a beta review, and the final App Store submission still requires full review. There is no supported way to bypass TestFlight or direct-submit to the App Store—every public build goes through Apple’s review pipeline. Many of us are using high version numbers for ongoing TestFlight testing while the production version waits for approval. These steps are not a guarantee, but they keep your case visible and reduce the chance of a preventable administrative hold. Call to Action To everyone reading this: If you’re in the same situation, please reply below with your approximate wait time, whether it’s an individual or organization enrollment, and your region. Let’s create a clear picture of the scale of this issue so Apple can see the impact. To the Apple Developer Support and Program teams: We understand verifications take time and that you handle high volume, but weeks of silence after payment and two support requests is causing real business harm. A status update, even a general acknowledgment of current processing times, would be enormously helpful. I commit to updating this thread the moment my enrollment moves or I receive any communication from you. Thank you for reading, and thank you in advance to Apple for any assistance you can provide. Let’s get every legitimate developer into the ecosystem so we can focus on building great apps for users. I will update this post as soon as I have any progress. —Merek, Founder WRENCH: Pocket Mechanic

Your enrollment could not be completed. Please help to review my case.
I am very disappointed and got no help/solution from Apple development team after many rounds of email communication and calls. Two months ago, I went through the process in apple developer website and purchased a developer account and received order acknowledging email from apple team, it said it will take 2 working days for process, however, there is no news after half a month, so I send email for enquires, and about two weeks later, I received the support reply that I should try to apply the account through "developer app" and I follow his guide to continue the workflow, however, I cannot submit my ID through the APP and prompted "error". Few days later, the developer web prompts "Your enrollment could not be completed" Then I sent several emails to developer support and got no response, finally, I call the developer support several times that they cannot explain the reason why my application is getting stuck somewhere and cannot provide the solution/alternatives. I hope someone here or apple developer team can review my case and provide the guide for me to proceed the account application. Thanks a lot My case ID: 102855764543

Apple Developer Programの表示不具合
Apple Developer Programログイン後の画面に何も表示されない。キャッシュクリアやプライバシー保護を弱めるなど対策を講じるも変わりなし。Windowsでは問題ないがないため、IDパスワードの問題ではない。
